Why is the AuditTrail link missing on Operation>Diagnostics page of my HI 4050?

Why is the link to the Audit Trail sometimes missing from the Operation>Diagnostics page in my HI 4050 browser?  If I check my SD card with a card reader I can find the Audit Trail file along with the Parameters file.  If I make changes to the parameters file, or load an older, previously saved file, onto the SD card, the Audit Trail link goes away on the Diagnostics page.  Later I find that it has come back.  Why is this intermittent?

One of the settings in the HI 4050 is the Certification setting for NTEP mode.  When you delete the parameters file, the unit will boot up with default settings, which is NTEP mode off.  Also, if you make changes to the Parameters file or load a previously saved copy of the Parameters file, it may be making changes to this setting.

The link for the Audit Trail is only available on the Operations>Diagnostics page of the browser when the unit is in the NTEP mode for software versions up to 1.11.2.0.  With version 1.12.0.0, the audit trail is available at all times.
