Why do I get an Auto Refill not allowed error on my rate controller?

When trying to enable the auto refill function in my rate controller, I receive an error message not allowing the selection of Auto Refill to YES. What am I doing wrong?

Auto refill in the HI 21610 RC can only be turned ON if the REC (Rate Exception Control) selection is 0.1 or greater. Because the auto refill uses the REC data during refill, REC collection must be enabled. Enable REC using the tuning and control menu.

The REC function in the HI 4060 is always enabled.  0% is not a valid setting.  Auto refill will function when in manual, hold, pause, or auto modes for the HI 4060, HI 1756FC and the HI 1769FC rate controllers.
